Christian Agossa is the President of Plexus Africa Finance, a financial engineering consulting firm based in Cotonou (BENIN) and Lomé (TOGO), dedicated to supporting businesses and financial institutions in raising financings, both on domestic and international capital markets, with a focus on innovative financing and impact investments. He has over thirty years of experience in development finance, acquired in various managerial positions at the West African Development Bank (BOAD).
He advised all the institution’s Presidents from 1994 to 2019, as Technical Advisor, Financial Advisor, or Special Advisor, focusing on innovations for regional financial market development, private investment financing, and the promotion and management of financial institutions in the WAEMU region, including CRRH-UEMOA and BOAD TITRISATION. Christian Agossa designed, promoted, and managed the Caisse Régionale de Refinancement Hypothécaire de l’UEMOA (CRRH-UEMOA) as Managing Director from 2010 to 2022, with over $1 billion in long-term resources mobilized through bond issues (10/17 years) for housing refinancing in the WAEMU region.
Specifically, he structured the first bond issue by a private African financial institution on the American market, for an amount of €205 million over a 17-year term, with a U.S. government guarantee through DFC (The United States Development Finance Corp.). This transaction was rated Aa1 by Moody’s. Christian also headed BOAD TITRISATION from 2011 to 2021 and chaired the Supervisory Board of Yeelen Fonds Financier (YFF) from 2017 to 2022. YFF is an investment fund dedicated to the development of the WAEMU financial sector, which Christian Agossa initiated and promoted on behalf of BOAD.
Before joining BOAD in 1992, Christian began his career in France in financial markets, alongside an academic career in teaching and research.
He is a graduate of the Institut d’Etudes Politiques de Paris (Sciences Po. Paris) and holds a Master’s degree in Applied Economics from Paris-Dauphine University. Christian also holds a Certificate in Business Excellence from the Advanced Management Program at Columbia University of New York and has completed the Impact Finance Innovation and Real Estate programs at Oxford University
